New figures released by the World Health Organization and UNAIDS estimate the number of new HIV infections have declined each year by about 17% from 2001 to 2008, but for every five people infected, only two begin receiving treatment. There is a critical link between universal access to HIV prevention, treatment, care and support and respect for human rights in the response to the global AIDS epidemic.
